Public Notice: Construction of Forge Place Utility and Roadway Extension

The City of West Bend seeks Transportation Economic Assistance (TEA) grant program funds for the construction of Forge Place utility and roadway extension. As part of the application requirements, residents within 1,000-ft. of the Forge Place construction location are provided an opportunity to respond to this notice with feedback or questions within the next 30 days.

This project is considered the first phase of development of Tax Incremental District (TID) 14. Approximately 1,500 feet of new 80-foot right-of-way, to be owned by the City of West Bend and to contain the roadway and utilities for Forge Place, is to be constructed from the intersection of South River Road and Rail Way. The construction will extend to the east into the newly developed TID 14. Sanitary sewer, water main and storm sewer utilities will be extended or installed within the Forge Place corridor. A regional storm pond, designed to manage the storm water runoff from the Milwaukee Tool site and the surrounding area, will be constructed at the southeast corner of South River Road and Forge Place.

Milwaukee Tool is the first company to build a new facility in the Industrial Park located within TID 14. Milwaukee Tool's new facility will result in new truck traffic on River Road, north of County Highway NN. The need for this second access point to Milwaukee Tool is critical. The new road, Forge Place, will provide the main entrance to Milwaukee Tool's expanded campus and provide opportunity for future growth in TID 14.

The Industrial Park and TID 14 are an implementation of the Adopted Recommended Land Use within the City of West Bend’s 2020 Comprehensive Plan. The plan was amended to include the industrial use being accessed by the installation of Forge Place and the associated utilities. No lands need to be rezoned for this project. The two parcels creating the site were zoned as M-2 Heavy Industrial District shortly after those lands were annexed to the City of West Bend and prior to the creation of the TID 14.

The timeline for this project will be determined once TEA grant program funds are confirmed. Construction is tentatively planned to begin in spring 2021.
